Proper pleads not guilty in grandparents’ murder

FRANKLIN — Fourteen-year-old accused murderer Zachary Proper pleads not guilty.  Proper is accused of killing his grandparents, George and Dorothy Fross, in their Sandycreek Township home last October.

In a preliminary hearing in Venango County Court Monday, Proper, who is from Oil City, denied the charges against him… charges that could carry life sentences.  In July, a judge ruled that Proper should be tried as an adult, saying that to try him as a juvenile would compromise public safety.

The next significant date for Proper will be a pretrial conference September 18th, which will be closed to the public.  Proper is now on track to go to trial.  The call of the list in Venango County Court has been scheduled for October 21st, at which point a trial date will be set if both parties are ready.

Proper is accused of shooting his grandparents point blank last year.  In statements to the police, Proper allegedly claimed the grandparents had called his mother a whore.
