A FORMER PENN STATE ALTOONA STUDENT HAS BEEN FORMALLY CHARGED WITH MANUFACTURING AN EXPLOSIVE DEVICE WITHOUT A LICENSE. 18-YEAR-OLD VLADISLAV MIFTAKHOV WAS ARRESTED IN LATE JANUARY AFTER POLICE FOUND BOMB-MAKING MATERIALS IN HIS APARTMENT DURING A SEARCH FOR A SUSPECTED MARIJUANA GROWING OPERATION. HE HAS BEEN JAILED IN THE CAMBRIA COUNTY PRISON. TODAY’S ALTOONA MIRROR REPORTS THAT, AFTER MUCH DISCUSSION OVER THE PAST MONTHS, PROSECUTION AND DEFENSE ATTORNEYS AGREED ON THE CHARGE. THE INFORMATION HAS BEEN FILED IN U.S. DISTRICT COURT IN JOHNSTOWN. MIFTAKHOV IS SCHEDULED TO ENTER A PLEA TO THE CHARGES ON AUGUST 19TH. HE COULD RECEIVE UP TO 10 YEARS IN PRISON AND A FINE OF UP TO $250,000.
